In January 2022, the Town of Bradford West Gwillimbury (in coordination with their Consultant, WSP) initiated a Schedule ‘C’ Municipal Class Environmental Assessment (MCEA) Study for Holland Street East and West. The Study area extends from Professor Day / Melbourne Drive, east to Dissette Street / Marshview Boulevard (refer to Study area map below).

 

The Purpose

The purpose of the Study is to transform Holland Street in support of the Town’s Strategic Plan, which includes: promoting employment growth; improving community and traffic safety; reducing congestion; and upgrading existing facilities. This Study will be a key component in revitalizing the Town’s downtown core and transforming it into an inviting, accessible, and people-friendly shopping district that will serve as a destination location for residents and visitors to enjoy.

The Process

The Holland Street East and West MCEA Study will follow the MCEA Schedule 'C' Class EA process as outlined by the Municipal Engineers Association’s MCEA Manual, adhering to the requirements of Phases 1 to 4 of the Municipal Class Environmental Assessment (October 2000, as amended in 2007, 2011 and 2015). Through this process, the Study team will: confirm the needs, problems, and/or opportunities; evaluate alternative designs; select a preferred design; examine impacts on the social, cultural, and natural environments and identify measures to mitigate those impacts. Once the Study is complete, an Environmental Study Report (ESR) documenting the decision-making process will be made available for public review.

This Study is being carried out concurrently with the Town’s Transportation Master Plan (TMP) Study, which will develop a guide for the sustainable, efficient, and safe movement of goods and people within and around the Town. The TMP will also identify transportation infrastructure requirements and multi-modal network recommendations. The TMP and this MCEA Study represent a fully integrated approach to transportation planning for the Study area.

Public Information Centre #2

Public Information Centre (PIC) #2 is an opportunity to present and obtain public input on the comments received from PIC #1 and to demonstrate how they were incorporated into the Study, the assessment of planning solutions, the recommended planning solution, the design alternatives, the evaluation of design alternatives, and the technically preferred alternative. PIC #2 will also present the technical studies included in the EA process.

You are invited to attend and provide input at PIC #2. Two sessions will be hosted on:

Time: 6:00 PM to 7:00 PM (session 1) or 7:30 PM to 8:30 PM (session 2).
Location: Zoom (virtual meeting).

As the Study progresses, the Town will engage residents, businesses, and other stakeholders, in the decisions that contribute toward shaping Downtown Bradford, and in the Project Team’s decision-making process.
